No need for low level coding with C or anything like that.  You can
achieve that kind of precision with ChucK (it has samplewise clock),
CSound (if sr=kr), and probably other systems that allow that kind of
fine0tuning.  You could probably even run Pd or Max at 1 sample size
blocks, it will eat a lot of CPU but it should be easily achieved for
straight feedback and a couple of optional low pass filters.
