Don't forget the Aqua Teen Hunger Force Boston bomb scare from in 2007 (
http://en.wikipedia.org/wiki/2007_Boston_bomb_scare) where an innocuous LED
art piece was mistaken for a bomb (though not in many other cities).
"Unofficial" devices make people skittish, but perhaps that could be
integrated into the work (i.e. to look official but not be).
