The formula is 'Write n in binary and read from left to write,
starting with 0 and interpreting 1 as "add 1" and 0 as "change sign".'
So a 13-bit number would exceed the number of semitones in an octave,
if I understand your question correctly. You can check that in the

(In fact, the leap between iteration 8190 and 8191 is quite large: -12
-> 13.)
